Programme Leader

Shayne Rose Bulos is a seasoned professional with over 15 years of experience in the finance and insurance sector, including regulatory roles in the Philippine insurance industry. With more than eight years in the development sector, she has collaborated with organizations like the UN-WFP, GIZ, GSMA, ADB, and IFC on global climate insurance and financial inclusion programs across Asia, Africa, the Middle East, and South America. Shayne specializes in regulatory and technical advisory, public-private partnerships, project design, climate risk insurance models, and capacity development.

A Certified Public Accountant (CPA), Shayne holds an MBA from the Ateneo Graduate School of Business, an ESG certificate from the CFA Institute, and completed the HBS-Accion Program on Strategic Leadership in Inclusive Finance.
